This exact condition has been exhausted several times over. There is a reason why the most lucrative licenses in the US are in the most highly regulated States. An LP in Ohio will be far more profitble than an LP in California for this exact reason.
Best case scenario is not Federal legalization, it is re or de-scheduling, conclusive federal support of States rights and access to federally regulated banking - with NV maintaining a limited license model.
