Canadian Sanctions As it stands today, the Canadian Special Economic Measures (Venezuela) Regulations impose asset freezes and dealings prohibitions on listed persons by prohibiting persons in Canada and Canadians outside of Canada from dealing in any property of these individuals or providing financial or related services to them. Canada could very easily widen the scope of sanctions to cover entire industries if it perceives the bulk of the proceeds accrue to what they believe to be criminal elements of the current government.
Secondly, Canada is a member of NATO. The geopolitical interests of NATO and Russia are mutually inimical as recent actions in the Black Sea area demonstrate. Should a Canadian company headed by Russians engage in activities that both strengthen Russian influence in the Americas and fortify the Venezuelan regime, pressure may be applied to increase measures to counteract this.
