I read the article. I won't post the link here because it's a paid for article with Globe and Mail... but for those willing to do some leg work, the article can be read through pressreader.com. In summary, nothing is certain with Ontario, but the article discusses Spiritleaf a lot and how they are in a strong position to take advantage of the Ontario market. Private companies like Fire & Flower and affiliate companies like Tokyo Smoke (owned by Canopy) at the moment look to be limited to 1 store and/or only up to 10% of the market. Again, nothing is certain but the individual ownership of Spiritleaf stores is playing out nicely. Spiritleaf stores can pop-up in greater numbers and exceed the 10% cap. The franchise model remains the front-runner in Ontario.

The main point of the article is regardless of the final decisions made in Ontario... everyone is rushing to secure retail space in anticipation of setting up shop. I.e. they all believe the risk is worth the reward. For those that don't get licensed... plan B for some are coffee shops that dabble in cannabis, paraphernalia stores, etc.
