I here you, but I go more with did it happen more so then did it happen when planned. And was the delay or amount past the planned date resonable. I have seen and been involved in contract negotiations in my company where all parties felt 100% that the negotiations would be done in 30 days yet it ended up being 90 days or even more. Everyone is optimistic with stuff like that. The important part is did it happen.
