Nor I am completely sure, it's just an hypothesis, the most plausible imo. Nearly every single junior I follow have gone down since the beginning of the year, with a couple of exceptions. One of this exceptions is PLU, which in may-june was strenghtening while everyone else was weakening. I think that, because of the large quantity of lithium deposits being explored, the value of a junior in the Lithium space is tied to the likelihood of its project being finally developed (built), so when the rumour of Aduviri being elected began to spread, many investors ceased to see PLU as the "perfect history" it was prior to that and accordingly updated their "pecking order" for Li projects, sending PLU to a less favorable site. But Aduviri cannot unilaterally halt any mining project, so if president Vizcarra publicily support the project with the required legal framework then investors will see this as the final accolade PLU needs to recover the privileged site in the market that it deserves.
To summarize, I think that if required regulations are passed PLU will show renewed strenght (in sp terms) even if markets in general underperform, and of course it might keep weakening in the opposite scenario, which I hope won't be the case.

Of course Peru has gained inmmensely from mining and also I'm pretty sure there's a win-win for Puno and PLU. Vizcarra is doing god job as President although I wouldn't say great, but that's another point.
