Sadly, if it didn't happen in the recent oil price downturn it will certaintly not happen now.  I am not sure what Ottawa would say regarding foreign ownership.  Also, it appears more beneficial to the majority to use the 30% of the market cap held publically by paying a small dividend, then to buy it out completely.
