Why Was Hotel Dieu in Montreal an Early VP4 Adopter??

Why Was Hotel Dieu in Montreal an Early VP4 Adopter??I presume this was because they saw a need to be proactive and address the scope contamination issue head-on before it caused them more problems such as the one they discovered in 2013 related to scope contamination following inadequate reprocessing :

https://www.cbc.ca/news/canada/montreal/quebec-hospital-wants-1-000-patients-to-come-in-for-hiv-hepatitis-tests-1.1415495

There had been a scandalous case in Ottawa in 2011 where over a thousand patients were suing their doctor for using contaminated scopes, and the College at that time identified at least 10 other GI facilities outside of hospitals that were not using proper decontamination of scopes:

But, generally, we never hear of these contamination issues, and we will not unless and until Health Canada comes through with their proposed new guidelines and regulations regarding reporting of contamination issues related to endoscopes. Until then, we must anticipate that it will take forward looking leaders at hospitals such as Hotel Dieu, CHU de Quebec - Laval, Vancouver General to step up and implement the improved reprocessing terminal sterilization standards of care provided by TSO3's VP4 that all patients deserve and demand!
