Is this a SCAM or Not?

Haven't figured out if this is just a scam or a really poorly run company. One thing I know is they aquire some very interesting companies mind you probably at very high prices.  I know some companies over pay for aquisitions because  they also own shares in the other companies there buying.  Does anyone know if this was the case here. Also with the reverse split it has made the share price very volatile and could very well rocketo up quickly as we have seen the last few trading days.
