RE:Will the facility even be completed by the end of 2019?You are confusing "promise" with intent.  This is the reason all news releases and presentations get the good old "forward looking statements" boiler plate.  You, and a whole lot of others on SH, don't seem to be cut out for investing.  Manage your expectations and realise that, despite the best intentions of management, regardless of the company or the sector they operate in, shlt happens.
