Mission Ready and Unifire is preparing for Bull run. Mission Ready and Unifire management are working diligently to prepare Unifire’s submission for the Defense Logistics Agency (DLA) Special Operational Equipment (SOE) Tailored Logistics Services (TLS) contract renewal expected in 2019.
DLA Troop Support is issuing a Draft Request for Proposal (RFP) for the fifth (5
th) generation Special Operations Equipment (SOE) Tailored Logistics Support (TLS) program. This follow-on acquisition will include a two-year base and four (4) two-year option periods for a total potential contract length of ten (10) years. The program will provide for multiple awardees with post-award competition of delivery orders. Sales are estimated at $1.3 billion annually. The maximum per contract and for the program is $33 billion. The scope of work under the SOE TLS Program includes the total logistics support for the special operational equipment requirements of DLA customers to include military installations and federal activities worldwide. Various types of special operational equipment and related incidental services may be provided including but not limited to: survival gear, tactical equipment, protective eyewear and vision enhancing equipment, escalation of force equipment, visit board search and seizure (VBSS), scuba gear, surface diving gear, thermal protection equipment, communication devices, compressors, hazardous material (HAZMAT), air purification devices, hyperbaric instrumentation, lifesaving equipment and other safety items. The acquisition will be a small business set-aside (SBSA) with an individual waiver to the non-manufacturer rule (NMR). The purpose of the Draft RFP is to improve the understanding of Government requirements, allow potential offerors to judge whether they can satisfy the requirements, and to exchange information. The Draft RFP does not contain any attachments. Proposals are NOT requested and NO evaluations will be conducted at this time. DLA Troop Support welcomes your comments to this draft.
