Only crook sells off with his/her stock with the bad internal news.  Jim didn't sell off his stock as you said so I do not think he is a crook, but Mike Timperio did and he might be the one.

I have never heard that Health Canada actually give any company the timeline.   It does give the guidlines and steps, but not timeline.
