Not to take their defense as I am certainly just as bummed as everyone on the delays, but the additional electrical test clearance seemed like it was due to a new standard "to come into effect later in time" and they decided to postpone so they wouldn't have to go back or deal with any issues this could have posed/delaying FDA itself when it would actually be mandatory - probably rightfully so. 
Original message I had gotten from management was that "engineers were hopeful to get the TUV approval before end of year", and they got it more than two weeks earlier, we'll try to encourage ourselves with that.
Hoping FDA submittal should follow quickly...
