RE:Now that is great due diligence!This is what I think, and again it's just my opinion. Until Aceto tells us wtf is going on with Phase 2 & 3 Pelham we won't really know.

After reading many articles, listening to the Q3 call and the Pelham Town Council meeting 15 Oct 18. What I think is...

TRST got caught with their pants down and didn't have their application "complete" due to title issues with the purchase of the land for phase 3. So now they've been caught under the 1 year moritorium of no new cannabis plantations.

however... as a compromise with the city TRST will in turn are be forced to take on a "site control plan" as ladylilly stated. This "site control plan" is put in place to protect people living nearby. 

I believe this means TRST will complete Phase two & three, but they'll both be overbudget and late getting off the ground, due to the extra expense and time of the site control plan plus the 1 year moritorium on cannabis growing. But the one year moritorium should only affect the phase three greenhouse as it's a new structure. Phase two will just be late.

The good news is...it seems like it'll be almost impossible for Pelham to prevent TRST from growing cannabis since it's federally legal, but they can sure delay things.

Aceto needs to man up and tell shareholders or else we'll see him doing Vic's nails in prison.
