There's a recent news article about the supply issues:
''Those who resisted legal pot now 'caught flat footed' on supply: PM Trudeau''
 
This is from the article:
In a year-end interview with The Canadian Press last week, Trudeau called the supply shortage the biggest challenge associated with the legalization of cannabis.
 
And in an interview Monday with Montreal radio station CHOM, Trudeau predicted supply issues should be sorted out within a few months.
 
But the prime minister suggested the shortages of cannabis in Quebec were linked to municipal governments and others who tried to delay the inevitable.

I didn't listen to the whole thing, but I heard some cannabis-related discussion start around 3m30, and talk about the supply issues around 4m15.
 
Considering the HC licensing delays, I find it kind of unusual for Trudeau to attribute the supply issues to municipal governments.
 
Near the end of the article it does refer to some CEO who brought up the HC licensing impact.
