I can answer your question about who they are a little bit.

I worked at Neo Performance Materials in the early 2010s.  They do metals extraction and purification.  They don't just have Chinese refineries.  They have several facilities, both in North America and Europe that focus on separating and purifying, among other metals, Gallium, Indium, Gold, Tantalum, etc..  I suppose once they were bought by Molycorp, they also turned their sights on Dysprosium, Europium, Scandium, and Yttrium as those were the most expensive rare earth elementals per kg back in the rare earth boom.  I was turned onto investing in Ucore by a guy who worked at Neo (he might still be working there actually).  While my investment hasn't done well considering I bought in the 40s (OUCH), I do still believe in Ucore's vision with IBC if that still pans out!  The sx circuits made for a very dirty work environment.

What I will say though, is considering they were bought out again by this Luxfer for 613 M, I wouldn't read that into IBC being worth as much.  Neo is huge with many production facilities throughout the world and sales offices in even more places.  They also have R&D facilities in a few locations.  IBC, with only have one location in Utah, is significantly smaller.  It's hard to compare them.
