It appears the ICSID has agreed to hold the Government response until after the holidays. I have no idea what this means with respect to the arbitration or any negotiations. The government needed to do this to protect their interests in any event. The quote from the ICSID website follows.

"The repondent files with the ICSID on 24 December 2018 deadline established in Procedural Order No. 4, but ICSID holds Counter-
Memorial in “escrow” and delivers to Claimant and the Tribunal on 2 January 2019"
