Have you seen any recent insider buying on the open market? No. Wonder why?
If you want to buy for 50-100k worth of shares you’re going to move the SP importantly since GLK’s stock is illiquid. The PP is a way to bring wealthy investors at the market price with an incentive to add to their positions at 0,05.

So beginning in January, we’ll mostly have 80k + 750k (both amount were awarded to GLK) + ~300k for a total of 1M$ in cash to use for their facility. I’m pretty sure they have received better financing offer/joint venture for the future. So I expect the SP to double just when they close their PP since they are now worth 3M (at 0,03 with 300k cash in hands). If they announce any sell/supply agreement, I’m telling you I wouldn’t like to be the one that miss the ship trying to put a lower bid than market price.
