It’s all about who you partner with. 
Noront is desperate for cash and a partnership would not surprise me here.
Especially as a bleak econimic forcast is on the horizon for Canada.
Noront will need cash and lots of it if its to continue.
Going it alone is possible but I see  some form of partnership happening here.
