CYP share price stalls

CYP share price stallsPE just got their water rights and is seeing some upward movement. CYP has still not announced the anticipated drilling and the SP is showing very little if any movement.  Where's the news regarding the pilot plant they were negotiating on.  Seems to be one step forward two backwards.  Now the carrot on the stick is the PFS.  Hope that goes better than the PEA release.  If the SP doesn't appreciate after the  PFS report , this thing is dead in the water.  Makes no sense that the SP is trading where it is even with what we supposedly know now.  Is there something we don't know or are not being told?  Makes you wonder what is holding it back.
