I can understand that this is a very challenging metallurgical process chemistry; even if pilot trials are successful...ramping this up to 'real-scale' commercial production model to produce a feasibility level economic analyis is perhaps a greater challenge than was anticipated?
There are bound to be some vital commercial sensitivites here but timely and honest/informed communication strategy would help manage expectations for all concerned.
I dunno really, but have read that DST has recently had good success in enhancing cobalt recoveries from another mining operation:
