NOT PAYING UNTIL JUNE I dont think it's the same at all.  They are certainly delaying payments, yes, but they are still paying the full amount that they would have otherwise paid. In a suspension case, you literally lose two months worth of payments as opposed to having them delayed.

I don't think the market is down this much because of the change to quarterly, I think it's down because they've decided to move the record date beyond the quarter end.
