The board already has the ability to issue as many shares as they want to.

I think this reverse split will prevent them from further dilution...if they did issue more shares now it would negate the reson for the reverse split in the first place. After the uplist to the NASDAQ it might be a different story...but if they drop below the listing requirements the NASDAQ will delist them.
