Your post was about "The one major hurdle that the winners of lotteries" which is ONTARIo we were discussing.

So Choom can't buy 400 lbs of a grower for use in ON to compete against a lotter winner in ON. Get it? They both have to buy from the same supplier (the ON gov't warehouse) for the same price and for the time being, have been guaranteed only the same supply volume.
