I agree with you in part Broker71.  By cutting the Dividend they "save" about 1.5 million a month which could be used to buy-back shares at these low levels - probably in the region of 400,000 per month.  The BIG IF here is IF they actually do what they propose.  The track record for CPG for doing what they say is not stellar and it is therefore not beyond the realm of possibilities that once they pay themselves and the BoD whatever "Bonuses" they feel they deserve, there may not be much left over for share buyback.  You must remember that insiders own an infinitesimal amount of shares so any increase in share value will have little, if any, motivational factor in their decision making.

As for raising the dividend in the future - well - read the above - any monies that go to shareholders defacto does NOT go into their own pockets.  So far, (at least for the past 4 years) there has NOT been much evidence that shareholder value is a priority (although it certainly once was) for them.
