I'm kind of lost. What are you getting at with these fires?
Chicago... montreal etc those are very old cities and some "recent" major fires occurred back in 1800's when we didn't even have the fire prevention and fighting infrastructure. Not to mention fire safety building bylaws... San Fran had a similar deal with an 1906 earthquake that also caused a massive fire.
