Well it seems that if you receive $8360 in 2018, $6967 in 2019, and $8360 in 2020 there seems to be a "cut" of $1393 in 2019 i.e. if you were depositing that money in your bank account it will be short $1393 for the year 2019.
Call it a deferral?? I call it short. Sorry.
