Maybe he's just buying his wife a car,

Maybe the company is genuinely over valued in his opinion,

Maybe he's switching financial institutions and has to sell all his positions for accounting of securities transfer.

All you can do is speculate on insider moves, either treat it as a buy/sell signal or don't and move on.
