In a nutshell I believe it would help heavy oil to the detriment of light oil while generally moving energy costs higher.

Quality matters: About 1/4 of US oil is refinery ready while the rest needs heavy oil blended in.  Venezuela provides some of the US needs. It has been estimated the US would need to find ~600,000 barrels per day of heavy oil elsewhere if Venezuelan oil were sanctioned.   Additionally if they chose to restrict export of light oills to Venezuela, those would also need a new buyer.
