What the majority are concerned about is the word "development".  This is not a development.  This is another step taken by DL that is virtually free but guarantees zilch.  Maybe this will yield something different, but you cant go around touting positive STEPS when the staircase hasnt gone to even one single destination yet.  So far we have the thousand steps to nowhere.
