CCE need to move faster since others will fill the void if they cannot move fast enough and clearly the US does not know how to remedy their problems. There should be no barriers to bringing in a partner for a $25M cash infusion. The question is whether they will issue 400M shares to raise that sort of money. It might be better to give up 25% of the project for a small cash infusion and some future loan guarantees. 

CCE needs to somehow figure out how to retain a 50% interest in the project if that can be done, although if they could give away 75% and not have to put in another dilutive dime from here then that sounds pretty good to me too. 

Lets move guys or the property becomes worthless as other sources grab the market share. Avoid awful share placements is my strong recommendation to management. Take on partners and make sure you have loan or construction cost committments in place as part of these deals. 

The pitch is for $25M cash without giving up the farm ... how hard can that be given the potential of the property. 

Common guys .. think bigger.
