PPL did expicitly state their Take or Pay contracts. I don't believe IPL has done that yet, but then again IPL kind of forging the road for PPL. As well the Kuwaiti team is providing marketing expertise as well unlike it seems IPL going at the marketing on their own.

~2 years headstart should help quite a bit.
