Having experience securing large contracts it is not unusual for it to take 6-24 months to get an irrevocable contract in place.
That being said , if they are going to succeed they need/should secure one of their plays within the next 12 months. If they don't they ae losing to other bids and will likely not make it.
Very rare ( it does happen ) that a contract just walks in the door because someone sees your value to them before you do.
Shorters will play for pennies but they keep the shares moving and the cash flowing so you don't get de-listed for inactivity. Also when you secure a decent contract the shorts need to cover quickly and end up fighting over shares and is a great catalyst on good news. ( this does not apply to naked shorts which are illegal in Canada)
I'm thinking this will happen to DM within the next 12 months.
