Don't forget a couple weeks back they said that HC had some final questions and that they clarified the answers with them. So in that sense there hasn't been a delay because HC only recently got the answers they were looking for. So whether or not the questions were related to the new technology is anyone's guess but hopefully they're satisfied with the answers and RQB will be getting their licenses in the next week or two.
