I think that I see what you're saying.
 
So from a perspective internal to the licensing process, it has successfully progressed step-by-step as it should, without any unexpected interruptions.
 
But from an external perspective, the process itself moves extremely slowly, which (due to limited transparency) can make it look like there may have been delays.
 
Maybe that is what Mr. Robinson meant.
