Final Closing of Financing

According to the sedar filings it appears the total for the last finacing is only 9.7M shares compared to the announcement of 28M shares.

Am I understanding this correctly?

If so, isn't that a good thing? Less dilusion?

What would have caused the lower total amount of shares issued?
