It's obvious why you want to change the subject, Bill. Even someone not in the mining industry quickly proved that you cannot extract graphite under a quarry permit in Quebec.

I'll copy a few passages from the page, just to bring you something to focus on. These are requirements that must be met before any work can be done to prepare the site for mining.

A report certified by a geologist or engineer, describing the nature and extent of the deposit and its probable value.
A feasibility study for the project, along with a scoping and market study as regards processing in Qubec.
The lease cannot be entered into until the rehabilitation and restoration plan has been approved in accordance with law, and the certificate of authorization mentioned in sections 22, 31.5, 164 and 201 of the Environmental Quality Act (chapter Q-2) has been issued.
The MERN may include conditions in the mining lease to avoid conflicts with other users of the area.
