full time folks are taxed 100% and everyone else on 50% of profit (outside of registered accounts)
so assuming top tax rate, there has to be a decent profit made on sell price from exercise price to make it worth it.
Legit players don't tank their own stock either so volume has to really pick up. Besides, wts are ammo for a short if the price gets lofty and just part of the process.
