What’s the reasoning?

RNC sp is bouncing up and down in the 1 and 2 cent  range. And overall gradually moving down. This is the same way it was trading several years ago when at .30 cents and 20 cents .15 cents while working down to about 8 cents. In those days, good news was scarce. Today we have huge potential, but still sp moves steadily lower when news is quiet. Who is benefiting, it’s definitely orchestrated?
