First of all, to meet the strict California guidelines regarding pesticide and heavy metal free cannabis, to do it at scale means to have a cGMP facility or similar quality product. Having that designation reduces the sampling and costs associated with testing for contaminants. As well, dispensaries weary of reputation, would obvious cater to companies with this designation. Also, as mentioned medical/pharmaceutical products would require this designation and California has the largest medical cannabis market (over 1 million) in North America. And lastly, having cGMP rated cannabis is a prerequisite for developing medical cannabis products in preparation for national/international launch post legalization.
