RE:PorterPorter has NEVER killed their MOU for the 12 Cs100's. It certainly will NOT be at Billy Bishop. I have always thought they would use a near GTA airport such as Hamilton or (my preference Peterborough). 
As for jets at Bishop - NO. First of all it is not merely politicians but also huge safety issues. Airport standards were upgraded in 2017 I believe and Bishop failed to even meet the previous standards. They had to add length. New standards are even more stringent and impact the harbour rather significantly. Considering all the tall condos lining the shores, dont expect any jets at all to ever be allowed there. 
By the way, the restrictions were for ANY jets but Porter was seeking an exemption for the Cs100.
