One more consideration is the fact that the .023% cutoff has been established and inline with other world class resources.  As such, although nice to see, it doesn't make much sense to punch holes in the rich areas when lbs in the ground are what's needed to prove economic viability. 

Who knows maybe Roger is a mastermind and is one step ahead of us all. If he was as sharp as i'm NOT giving him credit for, he would time the spinout with the section 232 ruling so UEX and COEX could benefit on their own.  Let's hope Roger is sharper than a bowling ball.
