I was initially puzzled too. We do not know, PFS could be specific partner(s) tailored, they might asked to downsize the project or tell that we won't give you more than 200-300M...what can you do with it?

Speculating, if above guess is correct, it could be already producing miner, that see JV as diversification or additon to existing capacity, such as SQM; or battery producer that already have some sources of supply, like LG or Toyota, and also need to add a low cost miner, but do not need high volume.
