Not sure if the CEO haver ever bought shares in the open market, the shares he has I believe, are from exercised options.
management is compensated in the form of salary + options/shares already. it's not uncommon to see minimal buying by Insiders. the CEO and CFO have over 1MM shares/options. they are invested and obviously have a good interest in seeing the share price increase!
re: the sales - historically, yes, there were some big insider sales when the stock went to $11-$12 but I can't exactly blame them given the huge run up in share price. optically it didn't look good as the CMS cuts came later that year.
recently there hasn't been much selling aside from the few year-end sales by the CEO/CFO and a Director which were option exercises and sales. this is essentially part of their salary for the year.
