I'm going to compare this to pulling a deck building permit with the city. Home owner(Jetlines) submits deck drawing plans(manuals+financing) to the city inspector(CTA). The city inspector becomes satisfied with submitted material and issues your building permit(AOC). It's the same basic idea anywhere.
