I have a theory on why it hasn't been approved yet.  I think the ABE certification won't come until the Austria tests are complete and validate the original test results.  We were told they ran the test 4 times because they couldn't believe the results.  I believe the German government wants to make damn sure that wasn't a fluke.  They don't want to look stupid approving something that ends up being a dud.

If the Hydragen units perform as advertised in the Austria test, the ABE certification will be given and we will be shot out of a cannon.
