Still money in the bank

There seems to be money in the bank yet - As at January 31, 2019 the Company had working capital of $2,710,522. Don't see any thing proposed but there are a lot of shares bid. Not sure how this is on a halted stock . Can't sell but can bid, there is 100,000 bid at .19.
