RE:News?Makes sense and here is why...

Likely there was a blackout period due to earnings and it has been lifted now. In addition, the earnings take a few days to circulate and analyze. Institutions can not jump in without a general understanding and many do not touch stocks whose market caps are not over $500 million...maybe they made an exception to this due to the new price target...etc.

I think for a combination of reasons today has been the day it took off. More to come I'm sure especially with any further PRs.
