Can you provide a link to a source where you got this information. As far as I can tell, since it's a schedule 1 narcotic there's nothing the exchanges can do (it's quite literally the same as producing, distributing, and consuming heroin). It has to be governmental changes, it will take a long time. It took roughly 2 years for legislation in Canada to get it actually legal. The US haven't even begun to form a bill.
