RE:2000 acres now transferred to the JV Ghana has no control over Elevate Finnce nor EDC decision making, so what are you talking about, hiccups? Here's a hiccup for you:

March 15, 2019:

At this time after the requesting of further documents from both Elevate and EDC the Ghana company, it has been determined that the company needs to improve its balance sheet by partnering with a larger company. EHT is working with the company to make this happen over next the few weeks (their typo not mine) and will resubmit to Elevate and EDC at that time.

April 9, 2019:

The additional lands now being provided will help the group to add a stronger partner which is necessary to secure the funding from Elevate Finance and EDC. The project now plans to start construction late in the third quarter of 2019, having been delayed, as announced, by the need to add a stronger subcontractor to fulfill the credit requirements of Elevate Finance and EDC.

So, there's your hiccup, a "few" weeks turns into 26-27 weeks... hint: that's more than a "few." In fact, it's half a year or more. Hurry, breathe into a bag! Maybe they'll go away.

Don't soil your pants with excitement just yet. With the summer lull fast approaching, I won't be surprised to see this in the 2-3 cent range soon, and I will be buying when it gets there.
