I ordered the Tsunami from Hexo, it was very dry and I don't see the problem of being dry. It will get you as high as the moist weed. I would never buy from the black market. If before the harvest there are pests or molds, the growers on the black market will not hesitate to use chemicals and sell you the weeds the day after. Smoking chemicals is not very good for the health. Have you ever bought dry weed on the black market? Unless your pusher is not very smart, their weed is always moist and you pay for the water in the weed. Dry the weed from the black market and you will see that the 58% more in price will be a lot comparable if not cheaper.  So, dry weed does not affect the quality on the "high" side and as an investor, I like that it is unlikely there will be mold once the weed is packaged and stored until the delivery. 

On another side, Trudeau claimed it was to kill the black market. This is not true. The legalisation will never kill the black market and Trudeau knows it. His advisors studied the effect of the legalisation. He knows very well that about 50% of Canadian workers live paycheck to paycheck. These people are unlikely to buy a big quantity legally. They will rather buy a gram in the bar they frequent and maybe another one for the next day.
